PROBLEM TO BE SOLVED: To produce a hot rolled base sheet for a steel sheet for a can good in neck-in workability in a wide range of the steel sheet even in the case of being extremely thin and wide and suitable for producing a steel sheet for a can and to provide a method for producing it. SOLUTION: A steel slab contg., by weight, <=0.1% C, <=0.03$ Si, 0.05 to 0.60% Mn, <=0.02% P, <=0.02% S, <=0.20% Al, <=0.015% N and <=0.01% O is subjected to hot rough rolling to form into a sheet bar, respectively, the temps. of the tip and tail edge parts in the sheet bar are raised by a sheet bar heater, the temp. of the width edge part in the sheet bar is raised by an edge heater, successively, hot finish rolling is executed in such a manner that the passing time between each stand in a rolling mill is controlled to <=2 sec, by which, respectively, in the range of >=95% in the longitudinal direction and width direction of the hot rolled steel strip, the average crystal grain size is controlled to 10 to 25μm, and the plane intensity ratio (222)/(200) in the face parallel to the sheet face is controlled to 0.8 to 2.0.
