PROBLEM TO BE SOLVED: To wind tapes of both high and low tension forces with one device. SOLUTION: An electromagnetic clutch is not directly mounted to the mounting shaft 11 of a tape pad 1A coaxially positioned with a wapping flyer 3, and two driving shafts 7H and 7h are provided for the outer part of the wrapping flyer 3 so as to drivingly rotate in a same revolution number as the wrapping flyer 3. In the driving shafts 7H and 7h, a high torque transmitting torque controlling clutch 6H or a low torque transmitting torque controlling clutch 6L, turning on/off clutches 9 and rotation detecting means 10 are coaxially connected and disposed. When the turning on/off clutch 9 for one driving shaft is turned off while tape tension is being adapted to desired one, only the transmitting torque controlling clutch 6H or 6L for the other driving shaft is actuated, and relative rotation between the wrapping flyer 3 and the tape and mounting shaft 11 can be made, and control torque by means of the transmitting torque controlling clutch 6H or 6L at the acting driving shaft side is applied to the relative rotation, so that desired tape tension can thereby be obtained.
