PROBLEM TO BE SOLVED: To achieve the effect of moxa cautery without burning moxa by forming moxa cautery with a heating element and the moxa, and heating the moxa with the heating element. SOLUTION: A layer 1 containing moxa is used as a lower layer, a layer 2 containing a heating element is used as an upper layer, and both layers 1, 2 are integrally embedded in an air-permeable nonwoven fabric by a sticking agent. The moxa and the heating element may be mixed into one layer instead of two layers 1, 2. A heating composition containing a porous natural mineral heating under the existence of air, e.g. vermiculite, baked vermiculite or granite porphry, is preferably used for the heating element, or an expendable body warmer made of a mixture of inorganic salt such as iron powder or salt, wood and water may be used for the heating element. When a galenical other than the moxa is contained, the effect can be improved. A moxa cautery effect can be achieved without burning the moxa.
