PURPOSE: A plasma display panel is provided to minimize the generation of particles of a protective layer by changing a structure of the protective layer. CONSTITUTION: A holding electrode(24b) and a discharge electrode are formed on an upper glass substrate(10). An address electrode is formed on a lower glass substrate. A fluorescent material layer is formed on the lower glass substrate formed with the address electrode. A dielectric layer(26) is formed on the upper glass substrate formed with the holding electrode(24b) and the discharge electrode. An inactive gas is implanted into a discharge space between the upper glass substrate(10) and the lower substrate. A protective layer(28) is formed on the dielectric layer(26).
