PROBLEM TO BE SOLVED: To form a discharge cell having a phosphor of a PDP(plasma display panel) with high accuracy for adapting it for enhancing the precision of the PDP and for increasing the size thereof, to realize miniaturization and reduction of the scale of a manufacturing device, to eliminate material loss, to improve a yield and to reduce the manufacturing cost. SOLUTION: An unset barrier rib forming material layer 50 having flexibility and a phosphor forming material layer 100 on it are formed on a glass substrate 14, and a roller whereon grooves 80 corresponding to barrier ribs 18 are formed is pressingly rolled on the barrier rib forming material layer 50 and the phosphor forming material layer 100, so that projections of the barrier rib forming material corresponding to the barrier ribs 18 are formed. At that time, the phosphor-forming material of the phosphor-forming material layer is supplied into the grooves (discharge cells) between the projections, and is dried and baked.
