PROBLEM TO BE SOLVED: To provide a quality evaluating device capable of clarifying the cause inviting quality deterioration and development delay and accurately corresponding to the development of the entire software system. SOLUTION: This software quality evaluating device reads change information from a product history information in each product name and calculates the quality results (the number of failure items/the number of the total steps) in each product by a product quality calculating part 501. A different function quality calculating part 502 calculates the average value and distribution of quality results of all corresponding products from the quality result value of each product and the number of products included in a function on the basis of the class constituting generation software and management information 302 of products, and a different function quality evaluating part 511 discriminates the average value of values being equal to or less than a desired value or a function to be a distribution and outputs it.
