Therefore, even if the gas atmosphere within an image forming device is changed with the lapse of the activation time, all the blocks are influenced similarly thereby. Accordingly, the difference in element characteristics between the initially activated block and the finally activated block can be suppressed to manufacture an image forming device with good uniformity. At this time, the division of the activation steps can be performed on the basis of the voltage application time, the current value carried to the elements, or the activating gas partial pressure within the image forming device.</p>
