PROBLEM TO BE SOLVED: To reproduce a natural animation by generating a vertical synchronizing signal of n-times as large as 24 Hz from a telecine-processed input video signal of 60 Hz so as to convert the portion of all the frames to a video signal of the same time width similarly to a movie film. SOLUTION: A vertical synchronizing signal of 72 Hz being three times as large as 24 Hz is generated from the input video signal of 60 Hz telecine- processed to 60 fields/sec and a frame is updated every 3/72 (1/24) sec by this vertical synchronizing signal. Whenever an input video signal is inputted by 5 fields, the input video signal and an output video signal are synchronized with each other to absorb an hourly error stored while the output video signal is generated asynchronously. As a result, the same video signal corresponding to one frame of the movie film is continually outputted by the portion of three frames and a video signal corresponding to a new frame is updated every 3/72 Hz (1/24 Hz), thereby the portion of all the frames can be converted to the video signal of the same time width being 1/24 Hz similarly to the video film.
