PROBLEM TO BE SOLVED: To prevent non-lighting of an EL panel caused by connection failure between a segment of a back plate layer and a power supply part for a back plate caused by conductive failure or burning, to enhance durability and reliability of the EL panel allowing segment luminescence, to prevent non-lighting caused by contact failure of a lead with a power supply part for a transparent electrode, and to suppress uneven luminescent of the EL panel. SOLUTION: A transparent electrode layer is stacked on the main surface on one side of a phosphor layer, and a back plate divided into plural segments is stacked on the main surface of the other side. A plurality of connections 10a, 10b are installed in a segment 6, and back plate leads 14, 15 are connected to the connections 10a, 10b through a back plate power supply part. A transparent electrode power supply part 4 is installed in the periphery of the transparent electrode, and transparent electrode leads 5a, 5b are installed at both ends of the transparent electrode power supply part 4.
