PROBLEM TO BE SOLVED: To obtain a transparent base material excellent in transparency, shape-retaining ability, finishing effects and time dependent stability. SOLUTION: In a transparent solid cosmetic material excellent in transparency and relating to a transparent base material comprising 12-hydroxystearic acid, a polyhydric alcohol ester of rosin and an oil having 1.45-1.60 refractive index and a cosmetic material using the same, this transparent solid cosmetic material is good in shape-retaining ability, stability, usability and finishing effects. This transparent base material is widely used not only for cosmetics such as lip creams, lip grosses, lip color grosses, hair tics, fragrance sticks, transparent pomades or the likes but for antiphlogistic sedative drugs such as medicinal sticks or the likes, pharmaceutical base materials such as antiperspirants, chapped skin inhibitors, disinfectants, antipruritic agents or the likes and stationary base materials such as crayons or the likes.
