PROBLEM TO BE SOLVED: To obtain the subject composition, capable of forming a hydrophilic- treated coating film which satisfies all of the properties of hydrophilic sustainability, resistance to water and to dissolution in water and drawless processability, and useful for fin-type heat exchanges of aluminum. SOLUTION: This composition contains fine particles of a hydrophilic crosslinked polymer, comprising (A) a compound having a polyoxyalkylene chain representes by formula I [R1 is H or methyl; and (k) is an integer of 3 or more], (B) an ammonium salt of carboxymethyl cellulose, and (C) (a) 2 to 50 wt.% of a hydrophilic monomer having at least one polymerizable double bond, polyoxylalkylene chain or polyvinyl pyrrolidone chain, and (b) 20 to 97 wt.% of at least one type of (meth)acrylamide-based monomer selected from the compounds represented by formula II (R2 is H or methyl; and R3 and R4 are each H or a 1-5C alkyl), or the like.
