PROBLEM TO BE SOLVED: To insert a still picture into a moving image by a simple operation. SOLUTION: A still picture processing circuit 40 reads the highly accurate still pictures to be recorded on a flash memory 42 and applies them to a filter 38. The filter 38 downsamples the received image data and writes them into a frame memory 22. The image data of the memory 22 are displayed on a monitor screen, and a user selects a desired image parts to be recorded as a moving image. A selection circuit 48 supplies the address information in a selection range to an address control circuit 24 according to the user's selection and also supplies the scale factor information to the filter 38. The circuit 40 reads the same image data out of the memory 42 and supplies them to the filter 38. The filter 38 magnifies variably the image data received from the circuit 40 in a designated scale factor and supplies them to the memory 22. The circuit 24 segments the selection range from the output of the filter 38 and writes it into the memory 22. The circuit 48 instructs a moving image processing circuit 28 to read out the images stored in the memory 22 for several seconds. The circuit 28 processes the images received from the memory 22 as moving images and this processing result is recorded on a magnetic tape 36.
