PROBLEM TO BE SOLVED: To provide a floor heater which enables evenly heating of a floor surface along with easier installation in a free access floor. SOLUTION: In a floor heater, a blower unit 2 with a blower 1 and a heat exchanger unit 2 with a heat exchanger 3 are interlinked near a wall W1 without window of a free access floor where panels P are spread all over and are housed into a floor surface by being replaced with the panels P. A temperature sensor 6 for detecting the temperature of air under the floor is provided on the undersurface of the panels P on the downstream side of the heat exchanger unit 4. By being replaced with a panel P, a hot air blowoff port 5 is housed into the floor surface near a wall W2 with a window further on the downstream side of the temperature sensor 6. On the wall surface W3, there arranged a controller 10 which is provided with a blower control means 8 to control the operation of the blower based on a detected value of the temperature sensor 6 and a combustion control means 9 to control the combustion for a boiler 7.
