PROBLEM TO BE SOLVED: To construct a floor heating panel efficiently, and also to enable a method of direct sticking construction, without performing troublesome work such as forming a wiring groove in a sacrificed stuck plywood even in case that enough work space can not be secured under the floor, by reforming a peripheral panel for floor heating laid at the periphery of a floor heating area. SOLUTION: This peripheral panel is composed of a panel body 10 where a wiring storage groove for storing wiring L such as a relay cable 1 for a heater led from the floor heating area to the margin of a wall is made at the rear of panel base material 11 so as to connect an electric heater built in a floor heating panel to a controller or the like attached the wall face, and a wiring retaining member 20 which is installed in the wiring storage groove. Then, the wiring retaining member 20 is so arranged as to retain stored wiring L by the flanges 22 jutting each inward in widthwise direction of the wiring storage groove out of the bottom edges of the main body 21 portal in cross section set in the wiring storage groove.
