PROBLEM TO BE SOLVED: To prevent the peeling of a silicone film layer from the surface of an endless belt by coating the surface of the endless belt with a silane coupling agent to form a primer layer, and applying a coat of silicone rubber thereon to provide a silicone film layer. SOLUTION: A primer layer 4, which ensures the connection of an endless belt 1, is formed by diluting a liquid silane coupling agent with a solvent such as xylene, spraying or brushing it to the surface 2 of the endless belt 1 followed by drying. The thickness of the primer layer 4 is set to, for example, about 10μm. In order to apply silicone rubber onto the surface of the primer layer 4 to coat it, liquid silicone rubber diluted with a solvent such as xylene is sprayed by a spray gun. The thickness of the resulting silicone film layer 5 is desirably set to about 50-200μm.
