PROBLEM TO BE SOLVED: To facilitate a walk by filling a lumpy substance in a scoured mountain-climbing road, covering the road with a water permeable sheet, covering the upper part with earth, and arranging porous concrete for filling earth in inside voids in the upper part. SOLUTION: A lumpy substance 1 such as natural rock, a cobble stone, gravel, a crushed stone, foaming styrene and a lightweight artificial stone is filled in the lowest part of a scoured mountain-climbing road A. Next, the lumpy substance 1 is covered with a sheet 2 composed of natural fiber such as a straw and a palm, and both end parts of the sheet 2 are pressed down by nails. Next, earth used to cultivate a general plant 3 is laid on the sheet 2. A porous concrete block 4 being made of a millet-and-rice cake-like tissue and having abundantly voids on the inside is laid on the earth 3. The earth 3 is also filled inside the voids of the porous concrete block 4 to thereby facilitate a walk as well as to recover vegetation.
