PROBLEM TO BE SOLVED: To improve a fire protection performance and to also improve executability in a radiating mat for warming in a room by conducting a heat from a radiator to an installing surface and a floor heating system for warming in the room by a radiation heat from a floor surface. SOLUTION: Warm water mats 40 are spread over a substrate joint plate 18 supported by floor joists 14. The mat has a base material 42 for embedding warm water pipes 5 to conduct heat from the pipes 5 to a floor surface to heat in a room. The material 42 has a fire protecting function. Flooring material 22 is spread on the mats 40.
