PROBLEM TO BE SOLVED: To drive a solid-state image pickup device by lower power by reducing at least one of the amplitudes of the driving pulse of noise discharging driving operation or thinning driving operation to be smaller than the amplitude of the driving pulse of normal driving operation. SOLUTION: A vertically transferring pulse in thinning driving operation is a pulse of an amplitude, for example, between 0 V-4 V (amplitude 4 V). In this case, the amplitude of a pulse in thinning driving operation is 1/2 of the amplitude of a pulse in all pixel simultaneously reading operation. Thus, though a vertical driving frequency in thinning driving operation is doubled, power consumption of a vertical charge coupled device(CCD) 5 is not increased. In addition, because of being 1/2 of the amplitude of the pulse in thinning driving operation, the vertical driving frequency is 1/2 of a charge quantity which can be transferred by one packet but a charge quantity which could not transferred by once transfer is transferred by second transfer. Thus, a handling charge quantity within a horizontal blanking period is equal.
