PROBLEM TO BE SOLVED: To realize low NOx combustion in a condition where combustion ratio of a thin concentration flame is increased or concentration of such a thin concentration flame is further diluted. SOLUTION: A device comprises a thin concentration chamber 11 communicated with a thin concentration flame port 12 and containing mixed thin concentration gas, a first mixed gas chamber 13 being adjacent to the chamber 11 and containing high-concentration mixed gas, a first lame port 14 communicating with the chamber 13 and provided close to the flame port 12, a second mixed chamber 16 being adjacent to the chamber 13 and containing mixed gas, and a second flame hole 17 communicating with the chamber 16 and provided close to the flame port 14. The device is so constructed that the concentration of the gas in the chamber 13 becomes higher than that of the gas in the chamber 16. Thus, activated chemical spieces which have been produced by thermally decomposing super high concentration mixed gas, which was supplied from the flame port 14, with the high concentration flame above the flame hole 17, are supplied to the base portion of the thin concentration flame port by diffusion to form a 'high temperature/high reaction zone' where combustion reaction is actively performed. In this way, even a large amount of thin concentration flame can be stabilized to realize super low NOx combustion.
