PROBLEM TO BE SOLVED: To improve handleability by detecting that an image signal becomes recordable in a first recording means and then allowing a first recording means to record the picture signal in the recording medium. SOLUTION: A video camera 1 records still picture coding data D3 on a prescribed frame sentence until a present time and voice data D2, in which sentences continue for a prescribed time until the present time, in a semiconductor memory 2 which comes into a data-recordable state faster than an optical disk 3 while successively updating them. In this case, a starting detecting part 17 for detecting whether a state where data can be recorded in the disk 3 is made or not is provided. When the part 17 detects the state where data can be recorded in this disk 3 is made, recording of still picture coding data D3 and voice data D2 to the memory 2 is stopped and recording of animation coding data D1 and voice data D2 to the disk 3 is started.
