PROBLEM TO BE SOLVED: To realize the non-standard use of a moving picture, a still picture and sound, which are previously accumulated, even if only standard ability is given by absorbing a timewise difference between the bit stream of the picture during encoding or decoding, which flows in a picture channel and the bit stream of a picture which is previously accumulated. SOLUTION: In a standard transmission ability generation part 101, a picture accumulation device 707 and a time information correction part 708 are added between a picture encoder and the transmission protocol AL3 of a picture in a form where it is bypassed in terms of switching. The time information correction part 708 rewrites time information on respective frames in an accumulated picture bit stream which is read from the picture accumulation device 707 into a value obtained by subtracting a prescribed value in a time information replacing part and time information is transmitted as a new frame which is rewritten. Thus, time from the display start time of the final frame of the picture on a real time basis to the display start time of the accumulated picture bit stream can compulsorily be kept to be constant. |
