PROBLEM TO BE SOLVED: To provide a method for manufacturing a counter substrate for a liquid crystal panel having high light transmittance. SOLUTION: A counter substrate for a liquid crystal panel is manufactured through a step to laminate a quartz cover glass 13 on a substrate 2 with recessed parts for micro lenses comprising a quartz glass substrate 5 which has many recessed parts 3 formed on the surface using a resin layer 14 composed of optical cement and also to form micro lenses 8, a step to grind and polish the cover glass 13, a step to form a black matrix 11 composed of Cr and comprising many openings 111 formed on the cover glass 13 so as to position the openings 111 on optical axes of the micro lenses 8 and a step to form a transparent conductive film composed of ITO on the cover glass 13 so as to cover the black matrix 11.
