PURPOSE: A catalyst for producing polyurethane is provided which no moves from polyurethane, cause no problem in a polyurethane formation reaction and is easily gained. CONSTITUTION: A catalyst with small fogging phenomenon for producing polyurethane is produced by reacting polymer compounds having carboxyl radical and(or) carboxylic anhydride radical with compounds which have at least one primary or secondary amino radical and(or) at least one tertiary amino radical and compounds having at least one radical that is reactive to carboxyl radical and carboxylic anhydride radical.
