The apparatus includes a rolling channel for rolling a paper around the cigarette-filter-cigarette unit. The rolling channel is provided between a circumferential surface of a rolling drum and a stationary counter-roller surface. A transport drum carries the unit to the rolling channel. The surface of the rolling drum is smooth, without any depressions. A laser light source may be used to provide perforations in the cigarettes using laser beams (2a, 2b).
