PROBLEM TO BE SOLVED: To prolong the service life of developer, to lower the running cost and to stably obtain a high quality image by installing a drawing pole of a developing roll so that an angle from a line segment connecting rotational shafts of developing rolls and a rotational shaft of a feeding and carrying member is smaller than a specified value. SOLUTION: In the developing device, a restricting plate 11 is provided to restrict the developer quantity handed over from mixing and agitating members 7 and 8 to the feeding and carrying member 6 so that the quantity of the developer 4 provided to the feeding and carrying member 6 is the specified quantity. Furthermore, the positions of the magnetic poles (the drawing poles) of the developing rolls 1 and 2 that attract the developer 4 on the feeding and carrying member 6 to the developing rolls 1 and 2 are adjusted and all of the developer 4 on the feeding and carrying member 6 is attracted to the developing rolls 1 and 2. In this case, the drawing poles of the developing rolls 1 and 2 are installed so that the angle from the line segment connecting the rotational shafts of the developing rolls 1 and 2 and the rotational shaft of the feeding and carrying member 6 in the direction of the rotation of the developing roll is smaller than 15 degrees on a downstream side from the line segment connecting the rotational shafts.
