PROBLEM TO BE SOLVED: To determine ignition by converting a flame current detected through a flame rod during combustion into a voltage, turning an igniter temporarily when the voltage variation reaches a specified level or below and then making a decision whether the converted voltage based on the flame rod is lower than a threshold level or not. SOLUTION: When a dry switch is turned on, voltage is read in from a flame rod (Step 2). Subsequently, a burner motor and burner output are turned on and an igniter is turned on. After fuel is supplied, voltage of the flame rod is read in (Step 6). Flame rod voltages V0, V1 at the steps 2, 6 are then compared and an igniter is turned off when the difference V0-V1 exceeds a specified level. Flame rod voltage is read in again under that state and a decision is made whether a voltage V2 is lower than a preset threshold level VTH or not and 'ignition is determined' when V2<=VTH.
