PROBLEM TO BE SOLVED: To provide a pre-data rate determining method for determining the data rate of received data through the use of quality information (symbol error rate) of data which are pre-processed and decoded into each data rate after executing pre-processing decoding in the respective reception possible data rates. SOLUTION: Received data is pre-processed and decoded into the reception possible data rates through the use of pre-decoder 201, 206, 211 and 216 which are simple with high decoding speed, quality information of data which are pre-processed and decoded into each data rate is detected and, then, the data rates of received data are estimated, based on quality information of data which are respectively pre-processed and decoded into the respective data rates. Thus, the decoding speed of received data and a data rate determining speed are made high so that power consumption is saved.
