Procedure involves creation of a simplified model of the buildings within an urban zone and determination of the radiation flux received by the zone, the atmospheric temperature in contact with the building roofs and the wind speed over the roofs at a certain instant. The energy balance at that instant is determined by measuring the energy flux from representative horizontal and vertical surfaces. Modeling of the buildings within the urban zone involves volumetric plotting of the urban zone to determine a horizontal surface (5) representing the roof top area of buildings in the zone, a horizontal surface (3) representing the road area, and vertical surfaces (1, 2) representative of the wall area on either side of the roads. An average distribution over 360 degrees is made for each surface type (1,2,3,5) and instantaneous measurements made of the radiation flux received by each surface type.
