PURPOSE: An apparatus for and a method of winding elastic thread are provided to allow the elastic thread to be accurately and surely wound to an empty bobbin. CONSTITUTION: An apparatus comprises an elastic thread discharging unit(10) for traversing the elastic thread(2) using a traverser(12) and discharging the traversed thread, a turret unit(20) having a rotatable turret(23) provided with two or more bobbin holders(24), and a control unit(40) for rotating the turret(23) so that the elastic thread is wound onto an empty bobbin when the bobbin installed in the turret becomes full by the elastic thread discharged from the elastic thread discharging unit(10), wherein the turret unit(20) further comprises an arm installed to be rotatable, and an elastic thread lead unit(30) having a plate(34) which is coupled to an end of the arm to be rotatable, the plate(34) shaped as a semi-circle serving to gather upward the air current generated by the rotation of the empty bobbin so that the elastic thread passing through the empty bobbin along the air current is wound to the empty bobbin.
