摘要 PROBLEM TO BE SOLVED: To suppress off of a balance between an initial control rate and an additional control rate by using an initial control rate or an actuating gas rate which is necessary for a unit rotating of an internal combustion engine, as a parameter, for setting an additional control rate of an idle speed control means and improve the control performance of idle speed control. SOLUTION: Idle speed control means 11 formed by arranging an ISC valve 11a for opening/closing a bypass passage BP for bypassing a throttle valve 5 is disposed in an engine 1, and is controlled on the basis of output signals such as an engine rotating speed sensor 14, an idling switch 15 by a controller 24. Namely, it is judged whether an engine is decelerated or not, and it is judged whether a value is a value that a constantαis added on target idling rotating speed and less, in the case of deceleration, and in the case where fuel cut is not carried out. A value that an additional control rate is added on an initial control rate (a target ISC opening) which is learning memorized for holding idling rotating speed in a past operation, is outputted as an ISC control signal.
