PROBLEM TO BE SOLVED: To prevent accumulation of toner and paper powder to a roller surface and prevent a stain of an image and jamming, by including a heatresistant elastic layer and a resin surface layer around a center member, and making resin surface layer contain at least two kind of fluorocarbon resins in a non- compatible state. SOLUTION: In a pressure roller, a heat resistant elastic layer 14 having a thickness of 0.1 mm to 15 mm is provided around a center member 13, and a resin surface layer 15' as an outermost layer having a thickness of 1μm to 100μm made of a plurality of fluorocarbon resin mixtures is provided on the heat resistant elastic layer 14 via an adhesive layer 16. The center member 13 is made of aluminum, iron or the like, the heat resistant elastic layer 14 is made of silicone rubber, an adhesive of the adhesive layer 16 is made of a silane coupling agent or polymer thereof. At least two kinds of fluorocarbon resins are in a non-compatible state, may only form a nonuniform surface, and are made of mixture of FEP resin and PTFE resin, and PFA resin and PTFE resin. Mixing ratio is preferably 100:10 to 100:30. Accordingly, a stain of the roller due to a calcium carbonate in a neutral paper, a stain of image, and jamming due to winding can be prevented.
