PROBLEM TO BE SOLVED: To prevent mixed hot water and water from being supplied at high temperature in a low flow rate range and improve a safety and a reliability. SOLUTION: A hot water and water mixer comprises a mixing means 11 for mixing hot water with water, a temperature detecting means 12 for detecting the temperature of hot water mixed by the mixing means 11, a hot water temperature setting part 16 for setting the temperature of hot water mixed by the mixing means 11, a hot water supply means 17 for starting and stopping the supply of hot water from the mixing means 11, a flow rate detecting part 22 for detecting the quantity of hot water supplied from the mixing means 11 and a control part for controlling the mixing means 11. The control part changes the control of the mixing means 11 in accordance with the flow rate detected by the flow rate detecting part 22.
