PROBLEM TO BE SOLVED: To effectively radiate light emitted from an optical phosphor by forming a mask layer of which optical constant is varied by at least either of light and heat between a dielectric layer and a protection layer both of which cover a display electrode group comprising a plurality of electrodes. SOLUTION: Transparent electrode 2 are formed on a front side substrate 1, and then, a metal thin film layer of Cr/Cu/Cr is formed by sputtering, and bus electrodes 3 are formed by patterning it. Low-melting point glass containing lead as a main constituent is formed on top of it as a dielectric layer 6 and baked, and thereafter, a TiO film as a non-symmetrized layer 16, a Na-Ba-Al-Ti- Co-O based thin film as a mask layer 17, and a MgO film as a protection film 7 are sequentially formed in that order by sputtering. For a back side substrate, a metal thin film layer of Cr/Cu/Cr is formed on a glass substrate by sputtering, a stripe-like address electrode 9 is formed by patterning it, and on top of it, a dielectric layer 12 is formed and baked. Then, a barrier rib material is formed and heat-treated and thereafter, barrier ribs are formed by patterning it and then sandblasting.
