PROBLEM TO BE SOLVED: To perform high resolution and high contrast recording with a low voltage using a simple and inexpensive information recording medium by stepwise changing one side of polarity and potential of an electric field applied to an information recording layer side surface and giving charges plural times. SOLUTION: At least one side of the polarity and the potential of the electric field applied to the information recording layer side surface is changed stepwise, and the charges are given plural times. Concerning recording the information, the information recording medium 6 constituted of laminating at least at electrode layer 2 and an information recording layer 4 containing electrooptical material having a memory property in this order on a substrate 1 is used. A charge giving means 10 is connected respectively to a high voltage switching source 11 and a bias source 12. Then, the electric field according to a signal of a waveform controller 13 controlling the high voltage switching source 11 and the bias source 12 is applied, and when the information recording layer side surface is charged to the prescribed polarity and potential, an ion flow 8 is emitted, and the charges are given to the information recording layer 4 side surface of the information recording medium 6.
