PROBLEM TO BE SOLVED: To prevent the loosening of a web even if a web retracting mechanism is not provided and a contact member with the web such as a fixing roller or the like is rotated in order to eliminate generated paper jamming. SOLUTION: A web device is equipped with a web 4 which must be brought into slide contact with a contact member, an unwinding shaft 5 around which the web 4 is wound, a take-up shaft 6 for taking up the web 4, a drive device applying take-up driving to the take-up shaft 6 and a lock mechanism for preventing the take-up shaft 6 from rotating in the direction reverse to a web taking-up and rotating direction and the rotation controlling member for the unwinding shaft effective at a time of the non-rotation of the take-up shaft 6 is provided and cooperates with the lock mechanism to control the rotation of the unwinding shaft 5.
