PROBLEM TO BE SOLVED: To provide a common line signal relay station and its method where the same line controller has an MTP (levels 1,2,3) at an STP so as to reduce the signal relay and to enhance the signal transfer capability thereby attaining a large capacity. SOLUTION: A line controller 32 has an MTP (levels 1,2), an LSI driver, an MTP (level 3) and a HUB driver. A program to realize parts of layer 3 functions (a signal routing function and a GT translation function) is downloaded to the line controller 32 from an OMP 20 via a HUB 24. A replica of a routing table similar to that possessed by a CSP 16 is realized by download from a master routing table of an NMP 22 and the line controller 32 executes routing processing for signal relay.
