<p>PROBLEM TO BE SOLVED: To enable encoding an animation image into an image with high quality highly efficiently on a network where an error easily occurs. SOLUTION: A slice control part 2 is provided with a movement information calculating part 26 for discriminating a mobile area from a still area by the result of a movement detecting part 19, an encoding amount distribution calculating part 28 for measuring an encoding amount distribution on a screen from the measurement result of the encoding amount measuring part of an encoding part 1, a line capacity calculating part 27 for calculating a line capacity from the line capacity detecting part 36 of a packet transmitting part 3 and a slice structure deciding part 23 for updating a slice structure by the results of the movement detecting part 19, the encoding amount measuring part and a line capacity detecting part 36. The part 19 refers to the slice structure and detects the movement. An encoding amount control part refers to the slice structure and controls the encoding amount.</p> |
