PROBLEM TO BE SOLVED: To facilitate the operation of locking or releasing dial by providing a voice input means, a voice recognition means, a 1st storage means that stores perceived recognized voice, and a control means that sets/releases dial lock when the voice received and recognized is coincident with a recognized and stored voice. SOLUTION: Dial lock is released with a password resulting from a received voice is coincident with a password registered in a nonvolatile RAM 18. A voice recognition LSI 13 recognizes voice and a CPU 17 discriminates coincidence by executing a program stored in a ROM 19. The voice recognition LSI 13 outputs a corresponding character code corresponding to the voice received from an input section 15 and the CPU 17 discriminates coincidence between the character code with the voice recognition password stored in the nonvolatile RAM 18.
