PROBLEM TO BE SOLVED: To relax a congestion state of radio exchange stations by conducting position registration processing by a position registration request from a mobile set, collecting traffic information for each base station, measuring a radio channel and storing the result, and informing the mobile set about notice information including newest traffic information to use control signals such as a call signal without waste. SOLUTION: A radio exchange station 11 informs a mobile set 15 about traffic information of a resident communication area 13a and neighboring communication areas 12a, 14a when a power supply is applied to the mobile set 15 (position registration state) and when the mobile set 15 registers its position. That is, when the mobile set 15 registers its position in a communication area 13a of a base station 13, the radio exchange station 11 superimposes newest traffic information of the communication areas 12a-14a on a position registration reply signal and informs of the mobile set 15 about the signal. When the traffic is changed after the end of position registration, the radio exchange station 11 transmits the newest traffic information superimposed on the notice information to the mobile set 15 periodically.
