PROBLEM TO BE SOLVED: To permit improvement in a call connection rate by preventing a radio base station from assigning the same channel to the same mobile terminal concerning the channel assignment algorithm of personal handy phone system(PHS(R)). SOLUTION: When a mobile terminal 1 judges that the channel assigned by a link channel establishment request (1) to a radio base station 2 does not satisfy a quality as a speech channel, the mobile terminal 1 sets the use disable to that assigned channel to the message of a link channel re-establishment request (2) and requests the assignment of a channel to the radio base station again. When the link channel assignment is requested from the mobile terminal 1, the radio base station 2 assigns the channel of the highest quality. At the time of the first link channel re-establishment request, the channel of the second highest quality is assigned and at the time of second link channel re-establishment request, the channel of the third highest quality is assigned.
