PROBLEM TO BE SOLVED: To provide an inertia latch mechanism with high reliability capable of surely latching an actuator, and an information recording and reproducing apparatus including the same. SOLUTION: An inertia latch mechanism 70 for latching a head actuator to a retreated position when an external force is applied includes an engaging projection 37 which projects from the head actuator and a latch member 72 provided on a case so as to be movable between a release position and a latch position. The engaging projection 37 is capped by an elastic member 38. The latch member includes a latch nail. The latch nail 77 is engaged with the engaging projection via the elastic member when the latch member moves from the release position to the latch position, thereby latching the head actuator.
