PROBLEM TO BE SOLVED: To set a turret turning speed in accordance with a tool layout without the necessity of previous operation such as turning of the turret before actual machining, and to enhance the machining efficiency. SOLUTION: A turret turning speed determining device is composed of a layout input means 18 for inputting layout data of a tool 3 incorporated in a turret 4, and a determining means 20 for determining a turning speed of the turret 4 in accordance with the inputted layout data. The determining means 20 determines an optimum turret turning speed in accordance with the inputted layout data and a weight of any one of tools 3 stored in a tool weight memory means 19. Further, the determining means 20 determines a turret turning speed for turning in every section between stations S of the turret 4.
