Display of an emblem-like assembled on the stick and located on the place visual for public, can emphasize certain kind of celebration events, advertising-like or intention to demonstrate solidarity-like, or bench-mark-like, etc. The sticks for this purpose are commonly existing in different thickness and length. In most cases they are mounted on a simple bracket or holding arrangement. The feature ofthe P.C.S. device (see Fig.1) is ability to be located and clipped on an edged surface without necessity to use additional brackets or special arrangements. The P.C.S. is the device for carrying of any kind of emblem or emblem-like on the visually accessible places. This device can be clipped to any surface-like (on its edge) without to use any tool. The P.C.S. device is prepared from a plastic material and his elasticity, in terms of deformation, makes him suitable for installation on the surfaces. The thickness of a surface or surface-like can be of quite wide range. In addition, the P.C.S. device is provided with two vacuum pads (areas 8b and 9b), which are located on the inner surface of the tilting tabs (see areas 8a and 9a). These improve its permanent and secure grip to a surface or surface-like.
