PROBLEM TO BE SOLVED: To make such a harzadous chlorine compd. such as polychlorobiphenyl(PCB) which are extremely stable at ordinary environment harmless by utilizing dechlorination reaction by irradiation of ultraviolet rays which is highly efficient and highly decomposes the compd. SOLUTION: In this apparatus, a mechanical removing mechanism 24 for removing mechanically solid substances stuck on the inner face of a window 19 for incident light is provided to remove deposits such as salts and org. films stuck on the window 19 for incident light of a reactor 7 for photo-decomposition unit constituting the apparatus. This is driven by means of either a linear motor, rotational motor, a bellows-type linear introducer, a bellows-type rotational introducer, a magnetic binding-type linear introducer or a magnetic binding-type rotational introducer.
