PROBLEM TO BE SOLVED: To surely apply the braking force to a brake device by controlling the brake by a normal valve when an emergency brake control valve fails in the requirement of the emergency brake. SOLUTION: The emergency braking pressure control valves SOL3/7, SOL4/8 mainly used for the braking in emergency, are mounted in parallel with a braking pressure control valve SOL1/5, and the failure of the emergency braking pressure control valve is detected at all times. On this occasion, X piping is applied, only the pressure intensifying side SOL3/7 of the emergency braking pressure control valve of a normal system is operated (S502) in the requirement of the emergency brake (S501), for example, when the pressure intensifying side SOL3/7 of one of the emergency brake control valves fails in the opened condition, in a case when a system free from the abnormality is regarded as the normal system. Whereby the braking operation can be surely executed by the pressure intensifying side of the emergency braking pressure control valve of one normal system even when the pressure intensifying side of the emergency braking pressure control valve fails in the opened condition.
