PROBLEM TO BE SOLVED: To obtain an external skin preparation having slight skin irritation and excellent percutaneous absorption of pharmacodynamic component and improved antiinflammatory effect by making the preparation include one or more sulfate group-containing mucopolysaccharides and an antiinflammatory agent. SOLUTION: This external skin preparation contains (A) one or more selected from among sulfate-containing mucopolysccharides (e.g. heparin analog substance), (B) an antiinflammatory agent [preferably nonsteroid-based antiinflammatory agent (e.g. indomethacin, methyl salicylate, glycol salicylate and sodium diclofenac) and/or a steroid-based antiinflammatory agent (e.g. hydrocortisone, prednisolone, methylprednisolone and dexamethasone)]. The content of the component A is preferably 0.001-10 wt.%, more preferably 0.05-5 wt.% and that of the component B is 0.0001-10 wt.%, more preferably 0.05-5 wt.%. The external skin preparation is preferably applied to atopic dermatitis.
