PROBLEM TO BE SOLVED: To provide a floor heating panel and its laying method wherein the panel sheet is made light-weight, the packing and carrying workability can be improved, and at the same time, the installation workability on the site can be improved as well. SOLUTION: This floor heating panel 10 is equipped with a plurality of panel sheets 12 made of an expanded resin. On the panel sheet 12, a plurality of piping grooves 15 are engraved with equal intervals. In the piping groove 15, a hot water pipe made of a resin is laid. Between the plurality of the panel sheets 12, a small joist is embedded with specified intervals. On the upper surface of the panel sheet 12 including the piping groove 15, and on the upper surface of the small joist, a heat radiating sheet 16 is affixed. A large number of slits 17 are formed at the section of the heat radiating sheet 16 above the small joist. The slit 17 has an oval shape, and is opened in the longitudinal direction of the small joist with a specified pitch. By the slit 17, the location of the small joist can be confirmed from the upper surface of the panel.
