PROBLEM TO BE SOLVED: To enable rapid cooling and heating. SOLUTION: An auxiliary heat exchanger 12 is provided in a cooling-water bypass flow passage 24 and a heat-exchange-medium flow passage that includes a compressor 13, an outside heat exchanger 14 and an inside heat exchanger 15 of the vehicle. The auxiliary heat exchanger 12 conducts heat exchange between engine cooling water flowing in the cooling-water bypass flow passage 24 and a heat exchange medium flowing in the heat-exchange-medium flow passage. When a detected temperature of a water-temperature detecting means 41 is lower than a set temperature, an engine speed is adjusted to a higher value.
