PROBLEM TO BE SOLVED: To provide a liq. treating method and device by which low volatile components or highly hydrophilic components in a liq. are efficiently decomposed while minimizing the by-production of formaldehyde as a harmful substance. SOLUTION: Circular piezoelectric elements 13 are fastened to the two positions on the side face of a reaction vessel 12 in opposition to each other, a dispersion 14 of a powdery photocatalyst is introduced into the reaction vessel 12, a gas inlet pipe 11 is simultaneously inserted into the vessel 12, a bubbling gas is bubbled from a fine bubble generating part 15 at the tip, an ultrasonic wave is produced by the piezoelectric element 13, and the harmful substance in the liq. is effectively decomposed by a combination of the UV resulting from the contraction of the bubble and the oxidizing action of the photocatalyst.
