PROBLEM TO BE SOLVED: To easily form a mosaic layer made into minute form at a complicated arrangement by alternately arranging and constituting a metallic magnetic body portion and a nonmagnetic body portion of a heat resistant polymer hardened with a radiation on a magnetic metallic substrate and by processing a surface to be hydrophilic. SOLUTION: A photoresist is coated on a substrate 1 of ferromagnetic metal, and a film mask having a radiation shielded part of a pattern corresponding to a ferromagnetic body portion 3 is covered on the photoresist. After radiation exposure, it is developed to form a nonmagnetic body layer 2a. The surface of the nonmagnetic body layer 2a is made hydrophilic by process of surface-roughening and surface active agent absorption or chemical modification. The ferromagnetic body portion 3 is formed on the area with no nonmagnetic body layer 2a by an electrolytic plating method and then the surface is polished and planarized. Similarly processed as the nonmagnetic body layer 2a, a second nonmagnetic body layer 2b is formed on the nonmagnetic body layer 2a. These two layers of nonmagnetic body layers 2a and 2b are a nonmagnetic body portion 2. Therefore, by meeting the film mask to the arrangement of the two portions 2 and 3, a mosaic layer is easily formed.
